Management Audit


  • Review systems, procedures and administrative operations of land for determining internal controls are adequate, effective, economical and suitable. Ensure compliance with the land administration laws, regulations, directives and policies in force.
  • Inform the Director of Lands and Mines Penang through observation and independent audit reports, objective and timely information on the operation of land administration.
  • Submit observations and audit reports to the Audit Unit, Office of the Secretary to the Government of Penang.
  • Submit Monitor and inspect, audit observations and reports generated by the Audit Department, the Internal Audit Unit Penang State Secretary Office and Audit Section at the Department of Management & Monitoring Director General of Lands and Mines (JKPTG).
  • Submit Annual Audit Report on the Internal Audit Unit Penang State Secretary Office and Audit Management & Monitoring Section, Department of Lands and Mines (JKPTG).



  • Provide services of legal advice and advisory services as well as enforcing laws relating to fair and efficient manner in accordance with Shariah laws - laws.
  • Carry out any duties related to - laws from time to time when referred to in this section.
  • In addition, the legal department also fix the problem by the Land Office, other departments, and also part of the Department of Land Mines in Penang.
  • Provide feedback to the Legal Adviser of the State of Penang for the purpose of prosecution / court for the reference to issues relating to fraud Title, Registration of business, State Land Encroachment, stolen rock material and the Strata Titles.
Introduction of Revenue Division

The Revenue Division is responsible for the collection and increase revenue of state income. 
Apart from that, this division also serves to maximize land revenue and minimize outstanding arrears
to ensure the rapid conomic development of the State of Penangas well as the well-being of its people.

  • To collect all state government, federal government receivables and deposits from the public with efficiency and accountability.
  • To maximize revenue and minimize outstanding arrears.
  • To ensure that all the collection of public funds is done in accordance with the procedure and circular that have been assigned.

Key Functions

  • Coordinate the collection of revenue with an efficient and effective manner
  • Coordinate the monthly report of revenue collection for the State of Penang
  • Raising awareness and sense of responsibility of land owners to pay the quit rent.
  • To ensure that all district send quit rent bills on stipulated time
  • Monitors the outstanding arrears of revenue


Strata Title


  • Processing, signed and issued by the Strata Titles according to Srata Titles Act 1985
  • Sign affairs title and non-trading related transactions
  • Enforcement of landlords who do not apply for strata
  • Uniformity of laws under the land code of the state (Land Titles Act Penang and Melaka 1963), namely the conversion process a long title, grants-grants of land in Penang which previously legal system - English law (Conveyancing System) to Torrens of law - land administration law according to National Land Code, 1965, in order to streamline administrative activities
  • Troubleshooting standardize legal disputes and parcel owners through the Institute of Management Corporation Strata Titles.
  • Respond to complaints from the public.
