PENANG FREEDOM OF INFORMATION ENACTMENT 2010 (FOI)
[ENACTMENT 16]
The Penang State Government, under the administration policy of Efficiency, Accountability, and Transparency (CAT), has made efforts to ensure that the people of Penang are granted the freedom to access information through proper and accurate channels. In line with this objective, the Penang Freedom of Information Enactment 2010 has been gazetted.
The Penang Freedom of Information Enactment 2010 [Enactment 16] was gazetted on February 2, 2012, and came into force on January 1, 2015. For the purpose of implementing Enactment 16, two (2) subsidiary laws related to the Enactment have been provided and came into force on January 1, 2015. The two (2) subsidiaries are as follows:
- Penang Freedom of Information Regulations (Access to Information) 2014; and
- Penang Freedom of Information Appeal Board Rules 2014
Any individual wishing to obtain information from the State Government Departments, State Statutory Bodies, and Local Authorities may submit a request in accordance with the regulations established in the Enactment and the relevant subsidiary laws. Requests for information or access to information should be made to the Information Officer in the respective department.

A special counter for the Freedom of Information (FOI) Enactment has been opened at the third floor counter, KOMTAR, effective January 12, 2015, and will operate from 8:00 AM to 5:00 PM. A liaison officer is stationed at the special counter.
