Vision
ICT - Towards an advanced, effective and accurate National Land Affairs Management System.
Mission
To develop and implement an ICT-based National Land Affairs Management System to accelerate national development.
e-Tanah Concept
- Provides a single point of contact for customers at the counter to obtain services.
- Customers can access information and services online.
- Tax payments can be made at local payment centers (such as at Post Offices and TMpoint), as well as at any land office in the respective state.
- Requests for surveys and printing of acknowledgment plans can be made online between land administrators and JUPEM (Department of Survey and Mapping Malaysia).
- Technical department reviews can be expedited with the help of MyGDI (Geospatial Data Infrastructure).
- Internal transaction processing can be made easier and faster through computer systems.
- The development of a web-based system facilitates system use by users in land offices and information access by customers without compromising security aspects.
History & Chronology of e-Tanah
To realize the complete computerization of land management and administration functions in the country, the Ministry of Natural Resources and Environment (NRE) planned to create an integrated computer system known as the Land Office Modeling System (SPPT) or e-Tanah.
The SPPT study was completed by a local consultant, Sepakat Computer Consultant Sdn Bhd (SCC), in August 2002. The study was submitted to the SPPT Committee, JTIT Mampu, and central agencies and was accepted as the basis for implementing this project.
The main objective of establishing e-Land is to develop an integrated land management and administration system through full computerization to achieve the government's intention of implementing Electronic Government in public services.
Through the planned implementation of e-Land, users will save time when dealing with land offices. This aligns with the government's aspiration to enhance service delivery and improve land administration patterns at all levels, which has been a common complaint from all parties today.
Under the Economic Stimulus Package announced on May 21, 2003, the e-Land project was listed as one of the initiatives to be implemented to support land administration at every administrative level on a fast track.
On August 14, 2003, SPPT was included in the agenda of the Electronic Government Steering Committee Meeting. SPPT began to be known as e-Land. The intention to implement e-Land was also communicated in the National Land Council (MTN) Meeting on December 18, 2003, and was affirmed as one of the Electronic Government projects alongside other major applications implemented by the government, such as the e-procurement project, PMS, and HRMIS.
During the 60th National Land Council Meeting on August 19, 2004, it was requested that, in addition to the pilot project, the possibility of expanding this project to all states be considered as soon as possible, taking into account cost implications.
CHRONOLOGY
- JKPTG has implemented ICT development in two land administration processes through:
– Land Revenue Collection System (SPHT) starting in 1980; and
– Computerized Land Registration System (SPTB) starting in 1995 - The next step is to expand the use of ICT to other land administration matters.
– The Land Office Modernization Program (SPPT) involves re-engineering the business processes (BPR) of land administration and developing application systems for all land-related transactions. - Step 71 in the New Economic Growth Strategy Package announced by the Prime Minister on May 21, 2003 outlines: “b) Establishing the Land Administration Modernization System (SPPT) as an electronic system to support land administration at every level on a fast track;”
- On August 14, 2003, SPPT was included in the agenda of the Electronic Government Steering Committee Meeting. SPPT began to be known as e-Tanah.
- The proposed approach and methods for implementing the e-Tanah project were presented to MAMPU, EPU, the Ministry of Finance, and JPA on January 5, 2004.
- In early 2004, KTPK proposed a plan for implementation through a Request for Proposal (RFP).
- After the elections and the formation of a new government, on April 9, 2004, the Ministry of Finance directed that the pilot project for e-Tanah in Penang be implemented through an open tender.
- The first meeting of the e-Tanah Steering Committee on June 2-3, 2004, decided to amend the project scope to cover 24 main land transaction processes that are of interest to customers, without involving amendments to the law.
- The Legal Committee Meeting for e-Land on July 12, 2004, reviewed existing systems and recommended the following systems to be adapted into the e-Tanah project.
- The Coordination Committee Meeting for e-Tanah on July 26, 2004, agreed on the overall scope and implementation schedule for the e-Tanah pilot project presented.
- The second meeting of the e-Land Steering Committee on August 3, 2004, discussed and agreed on the overall scope and implementation schedule for the e-Tanah pilot project.
- The 60th National Land Council Meeting on August 19, 2004, requested a review of the project planning with the possibility of expansion to all states by 2008, considering financial implications.
